New Inspiron 13 7000 (7378) BIOS Update Failed - Recovery Procedure Needed
I updated the BIOS from 1.2.0 to 1.4.0 for my New Inspiron 13 7000 (7378) in Windows 10 (64bit) using the executable available from Dell's website for this particular model:
downloads.dell.com/.../inspiron-13-7378-2-in-1-laptop.html
This BIOS update (1.4.0) is quite recent and was released on January 6th, 2017. I followed all safety procedures (e.g. using AC power), and I did not see any error messages during the update. But when the computer finally rebooted the second time (it seemed to have first rebooted once to install the update), I got this error message:
Boot Guard verified Failed
System will shutdown
Press any key
The system wasn't even able to load the BIOS, indicating a critical error happened during the BIOS update. After spending some time searching for a solution to my bricked system (and panicking), I was able to recover the BIOS using this procedure on Dell's website for Convertible / Detachable with the external USB key method:
Now, everything works fine using the BIOS version 1.4.0. Not sure what went wrong with updating the BIOS from Windows 10.

I really wish I have read your message before I have done the same to my new Dell Inspiron 15 5378.
I did the upgrade of the RAM and SSD, everything was perfect and I figure I might want to upgrade to the new BIOS as also suggested by Dell.
Doing the exact same thing as you did, I got the same message and I can't access anything of the computer.

So there is a third option on that page?
I have desperately tried for an hour, there were only two options,
Recover the BIOS
Reset the BIOS setting
But it seems there wasn't any option to make sure it get the file from the USB.
Selecting the first option it seems to update something but got to the same failed screen soon after a reboot on finishing the recovery (it said successfully though...)
The second option almost did nothing. No loading screen, a simply reboot back to the dead screen.
At the end I might end up returning it (still without the window), but this machine is so fine with everything, and I upgraded my harddrive to SSD and RAM as well, a pain to return it now.
My best bet now is that I have swapped out the harddisk, and it cannot read the USB for some reasons, so the recovery wasn't really doing anything. (The update screen should have taken a bit more time, now it loads slowly to 100% once in around 10 secs, then another one in 1 sec, then finish). I hope magically by putting the original drive back it will fix it.

It seems that what also did the trick to get the new BIOS working was to reset to the default BIOS parameters. For me, there was an option for that when I did BIOS recovery using the external USB method. Interestingly, when I later activated the Intel® Software Guard Extensions (Intel® SGX) option, it seemed to have messed up the system again and returned the same error message at boot. Resetting to the default BIOS parameters fixed that again, but I'm not yet certain that this option was the real cause.

I purchased 5378 machine in December 2016 and swapped out the iTB HDD to a SSD and installed additional 16GB of memory making a total; of 24GB. System worked beautifully.
New bios update 1.4 notification andwas installed. On reboot got the "bios guard verify failed" message. No amount of rebooting even with a USB boot image overcame the problem. Dell tech support had no answer after an hour. They were very polite and indicated it must be a motherboard problem and arranged for a return for repair.
Reading this forum raised the awareness that the memory was above the 16GB even though the processor was capable of operating up to 32GB. The machine booted up successfully when memory was reduced to 16GB.
Thanks for the thread. Saved my machine having to go to Dell for repair.
