Newest driver dated 4/5/2012 still doesn't work
After spending countless days on the phone with Dell support in India over the past few weeks and wasting time on every possible solution, including them wanting to replace the touchpad and the whole computer, I had given up all hope and decided to wait for an updated driver.
Finally, after speaking to tech support again last night where they wanted me to try installing the driver for the XPS 15z, which did not make much difference, I finally told them I will just wait for an updated driver. To that they said that one would hopefully be posted sometime soon, but had no estimate as to when it would be posted.
I checked the website immediately after hanging up the phone and found that an updated driver had been posted since 4/5/2012! Dell tech support had no clue!
So, I downloaded and installed believing that this would certainly fix the problem after all this time. I was wrong! The new driver has exactly the same result as the former one; vertical scrolling no longer works after installing.
I am back to waiting and hoping again... Dell has truly let us down on this problem. At the very least they need to provide better phone support by people who have a clue what is going on and some basic computer knowledge. Reading a script and guessing at solutions is not support; I could do that myself.

Definitely not cool to have a missing key part to the use of your touchpad. I will assume, for the moment, that your settings for your touchpad show that vertical scrolling is enabled and should be working.
In such a case, have you attempted to roll back to an older driver?

Yes, of course I've had to restore the original driver numerous times. However, the key thing is that simply rolling back the driver doesn't work, nor does uninstalling the newer driver and re-installing the old one. The only thing I have found that will restore the vertical scrolling is to use Windows system restore using the restore point created when the new driver was installed.
Also, please note that I am not referring to the 'Vertical Scrolling' option within the touchpad settings (i.e. the one that uses a specific region along the right edge), but rather the two-finger 'gesture' scrolling, which is suppose to work anywhere on the touchpad. This is the functionality that is lost with the newer drivers. I have actually tried enabling the vertical scrolling option (which truly would be a nighmare to use since the touchpad has not definitive boarder to guide your finger) and doing so causes the pointer to go crazy. It jumps all over the screen, freezes up, then goes crazy as if trying to catch up with all of the movements taking place while it was frozen. The scrolling 'region' options would be worthless for this style of touchpad and is most likely why they are disabled by default in lieu of the much better multi-finger gestures, which are enabled by default.
I am currently using the original driver that shipped with the computer, which has a release date of 2/29/2012. That appears to be the only one that will allow the two-finger gestures for scrolling.
