Problem booting Inspiron 3521

Hi, having a few issues with my 12 months out of warranty laptop and was hoping someone could please assist?

Hard drive was diagnosed by ePSA as failed so purchased new hard drive and installed without any issues.

I cannot find the back up discs anywhere so used the Windows tool to create an installation disc for Windows 8.1.

When I start laptop it states "checking media [fail}" twice and then states "No Boot Device Found.  Press any key to reboot the machine"

I've run the ePSA diagnosis and it's saying the new hard drive is OK and not detecting any other faults.

Any advice on how get laptop to detect the disc or to boot from the disc?

Hi Neilb1234,

Thank you for writing to Dell Community Forum.

Please boot into the BIOS and change the boot sequence to CD/DVD.

Once this is done, the disc should be detected.
