Question regarding out of stock parts

Thanks to all the folks who help me on my previous post on missing hdd bracket for my inspiron 7567.

As a follow up, Ihave contact dell twice on purchasing that missing bracket, and was informed that they ran out of stock.

That got my interest since there definitely will be people buying configs that does needs hard drive. Does that mean that since this bracket is out of stock people who order the laptop will have to wait? Or is Dell just hidinf their stock from us so supplies are prioritized to these orders?
