Restore Latitude D620 to factory image - Vista

Can someone help me restore my D620 to factory image before I sell it? (My apologies if this has been asked before, I did not find the thread.)

1-Booting from the Vista CD which shipped with the system, I get to the System Recovery Options WIndow, and select Vista, which is the only operating system listed, then I click Next. I select the command prompt, which takes me to X:\Sources. At this point I enter:
   path d:\windows;d:\windows\system32;
   d:
   cd Tools << all 3 of these work
   PCRestore << 'PCRestore' is not recognized as an internal or external command, operable program, or batch file.

No dice with option 1 😞

2-Booting from the HD , I press F8 at startup and get the System Recovery options screen with only 5 options, the sixth option for Dell Factory Image Restore is missing. 😞

Pressing on with option 2, clicking the Command Prompt option takes me to X:\Windows\system32. No PCRestore here either.

BUT I do find a command called recover.exe -- Is this useful? What else can I try?
