Temporary Internet Files not Saving

I have a question. Ok my temporary internet files are not being saved. I've cleared them but when you do things such as "open from location" and load loops like radar loops that hold the pictures it constantly redownloads them instead of pulling from the cache like it should. I don't know what to do! I'm not sure if this can be caused by a corrupt file or what. I'm gonna try moving the folder or something but i don't see why this would change anything. Also the part where you can change the history settings for how many days is greyed out. Could this be a policy problem? If anyone can help i would greatly appreciate it. Thanks!
