USB 3.0 speed
I have Inspiron 5558 + Fresh win 8.1 install fully updated. I have an external USB HDD to which I am copying a large file from this laptop. If i use the laptop's USB 3.0 port, i am getting transfer speeds <4 MBps . If i use the USB 2.0 port, i get ~30MBps transfer speeds.
What am I missing here ? Any driver in particular I should update somewhere ?

Have you tried a different file to see if the speed remains the same on all files?
Disconnect all USB devices- open device manager – expand USB controller & uninstall all root hubs
Update the chipset & bios driver from this link http://dell.to/2eHpGO3
Restart the computer & check if the issue persists
