Unable to Format HDD for M1530 XPS laptop with Vista OS

My laptop has recently been plagued with a multitude of viruses, worms, trojans, and browser hijackers.  When I tried to install online software to remove the problems it actually introduced even more viruses and worms.  I've given up on trying to clean it and was unable to format the HDD and reinstall the Vista OS.

Booting to Safe Mode with Command Prompt I typed in Format c:/

Was asked for the volume name, which I inputted.

The warning screen asked to verify since I would lose all data y/n?  I typed Y hit enter and got a message that the drive could not be formatted.

What is the procedure for formatting the hard drive on the M1530 Laptop with Windows Vista Operating System?

You can click the link below for instructions on reinstalling windows vista. When installing there is an option to format and reinstall.

Follow my guide below a clean install of Windows Vista/7. Follow the optional step with DBAN this will format it far better than the Vista DVD. This will totally wipe your hard drive. Follow the rest of the guide after to achieve optimal performance.
