Useing external device to turn on laptop

I'm using an Inspiron 1545 with an external monitor, keyboard, and mouse.  I'm trying to figure out how to tuwn on the laptop without opening the lid and pressing the power button.  Is it possible to do this?  My external keyboard and mouse are HID.

I figured out how to keep the computer to keep running when I close the lid but cannot figure out how to turn it on without opening it and pressing the button.

Any suggestions would be greatly appreciated.  On my Mac (please don't hate me...) I could simply set it to turn on when moving the mouse or keyboard but I cannot figure out how to do this on my Dell.

That's because it isn't possible to do this.
