I have a Lattitude E6410 with i5 2.67 processor and NO videocard.
I am considering getting a 4k monitor which would be connected with Displayport.
Can my old Dell handle a 4k monitor at 60hz?
This is just for office work, not for gaming.

Office work - assuming it doesn't involve heavy graphics -- should be fine. Any sort of gaming, watching movies/video, etc. at that resolution - no way will you be happy with it.
Assuming that your E6410 has the i5-520m (which Google claims it has), you won't even get 4k@30Hz. It will max out at 2560x1600. Depending on the CPU model, you need 4th or 5th gen mobile i5 to get 4k@60Hz at all, and 6th gen to have usable performance at that resolution. When I say "usable" I don't mean gaming, only that you can scroll web pages without major bumpiness and perhaps, on a lucky day with nothing else running, watch a full-HD YouTube video in full screen mode.
