Windows 10 CU, no fingerprint option under Windows Hello; Unable to install DDP due to missing KB3081448

Hi, I'm bit lost and even Dell support is not capable of helping me. Here is the problem:

Windows > Settings > Accounts > Sign-In options > Windows Hello:
there is no option for fingerprint. Only available sign-in option is Face recognition, which works.

I have already tried many things, without any success.

1) Installation of Dell Data Protection tool fails with this error:

The required Microsoft KB3081448 or equivalent is missing. This is required for software and drivers to work correctly. Please, install this and then retry. Aborting install.

- Windows is up to date
- Dell drivers are up to date (Dell Command Update)
- Attempt to install KB3081448 manually fails with following error:

2) Tweak Group policies:
Computer Configuration/Administrative Templates/Windows Components...

• Biometrics
  • Allow domain users to log on using biometrics: Enabled
  • ... other options left: Not configured
• Windows Hello for Business
  • Use biometrics: Enabled
  • Use Windows Hello for Business: Enabled
  • ... other options left: Not configured

3) Update of TPM driver to version: 1.3.2.8

4) Re-install of Dell Control Vault 2 driver

5) Runnig commands:

• sfc /ScanNow
• dism /Online /Cleanup-Image /CheckHealth

... without any error.

I can see in Device Manager successfully installed devices:
- Biometric devices/Control Vault w/ Fingerprint Touch Sensor
- ControlVault Device/Dell ControlVault w/ Fingerprint Touch Sensor
- Security devices/Trusted Platform Module 2.0

Device/OS specs:
- Windows 10 Pro (Creators Update) 1703, OS Build: 15063.502, 64 bit
- Dell Latitude 7480
