XPS 1340 Firewire Audio Interface: Device cannot Start Code 10

Mackie ONYX Satellite - Firewire audio interface.

I have installed the latest drivers for both XPS 13 64bit running Vista 64 home premium and Mackie interface. Updated to lastest BIOS. In short all updates are up to date.

For some reason I do not see where one enables or disables the firewire in the BIOS because it does not show. The Device Manager says both 1394 ports are "working properly" (Stock Ricoh 1394 and Apiotek Express card  TI CHipset with two firewire 400 and one USB slot).

Back to the interface - It appears under Audio, Video and Game Controllers with an exclamation point in a yellow triangle "This device cannot start. (Code 10)"

It seems to me that my problem is the IDT High Definition Audio Codec is not recognizing the firewire port as an audio input. Nor the firewire on express card with the "latest TI Chipset".

There is just no communication between laptop and interface as with other plug and play devices.

How do I make this work. Anybody?
