XT2 Win7 32bit Build Touchscreen Issues

I'm working on XT2 Tablet build with Win7 32bit and can't get the touch screen to work.  I've tried all the latest N-Trig drivers and Dell CP and System Manages.  In Device manager everything is installed ok, no errors.  I can start up tablet manager\Pen ANd Touch controls and calibrate the screen using the Pen and also Under pen and Touch setup both the pen and touch setup work but as soon as I close out of the Tablet Manager the touch and pen don't work.  Any ideas?  I've rebuilt this machine about 25 times trying to get it to work!
