There is no other way.  Your best bet is to return the system to the shop for a refund.

RE: dell bios password locked

Let's get serious! You must remove the battery and AC adapter. Take the laptop apart until you can find the CMOS battery (button cell). Make note which side of the battery is up, and remove the battery. If there is a pswd jumper, remove the jumper cap, Wait about 1/2 hour in any event.

Replace the CMOS battery correctly. If you removed the pswd jumper cap, leave it off for now. Reassemble the machine as much as is required to power it up, enter the bios setup program (F2 on boot up). Reset the CMOS password if desired. Otherwise, leave it blank. Exit the BIOS setup.

If you opened the pswd jumper, power off the machine and replace the jumper cap. Reassemble the machine. You're done!

Bad advice - and not worth the effort.  There are no password jumpers on Dell notebooks, nor is the password stored in volatile CMOS memory.

Further, discussions of bypassing Dell's system security are not permitted in these forums.
