dell studio 1535 fan speed is incorect

Hi i have dell studio 1535 .

The problem is that my laptop is getting very hot when i am running dell diagnostic tests. The diode GPU is about 70 C, the processors is also about 70 C and i can't touch from down because it's really too hot.

When i run test, dell diagnostict test i get error code 3700:011B Processor_Fan - The fan speed is incorect. I tryed to re do the test but it's the same.

I dont know what to do ? is hardware problem or it could be solve
