laptop won't start up

Wife's Inspiron E1505 turned off last night then, this morning, would not restart.  Dell splash screen appears for perhaps one second then screen goes black and no further activity.  Have disconnected all peripherals and checked power cord connections.  Pressing F8 produces no change.

How should I proceed?
