Dell laptop (Model No P09E) doesn't let me disable the touchpad mouse

I am currently running Windows 8 on my laptop and have a usb mouse (Microsoft Comfort Mouse 6000 plugged into my usb port). When I go under 'Device Manager > Mice and other pointing devices' I see two different mice. The first one is my usb mouse (which if I go to properties > Driver > Disable it no longer works). The second listed mouse is 'PS/2 Compatible Mouse' I am assuming that this is my touchpad. If I go to Properties > Driver then I am unable to disable the mouse as the disable button (and its label) is unenabled. I have tried to update the driver in case I'm missing something but it says it is updated already.

If Dell Quickset is properly installed, FN-F3 should disable the touchpad.

Just tried that and it didn't seem to work. How do I install Dell Quickset?
