Google Chrome won't load any website on Windows 8.1

After I upgraded to Windows 8.1 from Windows 8 Pro, Google Chrome just won't load any webpage.   Chrome Version 30.0.1599.101 m.

Can be test this site as an example: http://frasesstatus.com.br/

So I tried to reinstalled Chrome, then it seems start to load some websites like Youtube and Facebook. BUT, none of youtube videos load, and chat sidebar on Facebook is offline all the time. Other major websites still remain unloadable. Safari works fine so far. I don't have Firefox.

I know that some people actually have similar problems months ago with 8.1 Preview version. I thought this problem is temporary since it was beta version. Now, I'm really disappointed.

You just now, in December 2017, upgraded from Win8.0 to Win8.1?  I'm amazed you were willing to put up with 8.0 that long, seeing as 8.1 added some desperately needed changes to the interface.  Do other browsers load things correctly?

Also, the current release of Chrome is 60-something, not 30, and I don't think Windows 8.1 support was dropped back at Version 30, so I'd try downloading Chrome again, directly from Google.

Windows 8 reached End of Life a long time ago. Also upgrade installs from Windows 8.0 to Windows 8.1 often go south.

You are best to perform a clean installation and I would advise performing a clean installation of Windows 10 Pro Version 1709 (the installation media will automatically accept and input your Windows 8.0 Pro Product Key) opposed to Windows 8.1 Pro.
