Operation System Not Found ( not a typo )

I have a Dell XS 15z Laptop

I am getting a windows 10 Recovery Message ( your PC couldn't start correctly )

I am attemting to create and use a recovery USB using the link below.

Everything seems to work except I don't have the "Secure Boot" option in my Bios.

Anytime I try to boot the USB I get the message:

Operation System not found

Please advise.

I've redone the steps in the link above. The only thing I see is that in Step 2 I don't have the UEFI menu

"When the Dell logo appears, tap F2 on the keyboard several times to open the UEFI menu"

I'm running Phoenix SecureCore Tiano BIOS version A12.

Have You Tried Easy2boot to make a USB drive?

The XPS 15Z (L511Z) is an early UEFI system. It should have a UEFI Boot but no Secure Boot. With Rufus you should be using the GPT partition scheme for UEFI BIOS not the MBR partition scheme for Legacy BIOS.

You should use Microsoft's Media Creation Tool to Create Windows 10 Version 1709 Installation Media and not Dell's OS Recovery Tool from a Newer Dell (personally I see no advantage in using the Dell OS Recovery Tool for Windows 10 only for Windows 7 Pro).
