dell inspiron n5040 laptop not receiving power

last night my laptop was working fine and it was charging i wasted all the battery so i just stoped using the laptop and put it on sleep mode

but today when i plug in the laptop to charge it does not charge and the light that indicates that you have the power adapter connected does not turn on the charger is working since the green light on the charger is on 

also laptop does not turn on when removing the battery and turning it on by the ac adapter

i cant turn it on with the battery since i used up all of the charge on the battery
