CCTK Turn TPM on successful, but can't enable

Hello all,

  I'm using MDT and using cctk to enable TPM.  I can turn TPM on, but it stays in the disabled state.  

I set a password, I turn TPM on, but I can't enable it.  Is there a command I'm missing to set it to enabled?  

I've tried the following commands and they run without error, but never enables TPM.

cctk.exe --tpm=on --valsetuppwd="password"

cctk.exe --tpm=enabled --valsetuppwd="password"

Latitude 5480 Bios Version 1.11.1  TPM 2.0  CCTK Version 4.1.0.0

I'm using the Command/Configure Gui v4.1.0 and same problem
