Latitude 3390 2in1 turns on and off repeatedly

I'm trying to get a laptop setup for a co-worker and I did something to it that causes it to power on and off repeatedly and constantly.  I was playing around with the bios trying to set it up to pxe boot.  When I was unsuccessful I reset the bios to factory settings.

Now it wont post.  The power light on the device comes on for a few seconds, the screen flickers and then it turns off and repeats.  I never see a dell logo, so I can't get into the bios to change settings.

Is there anything that I can do to reset or just get the system out of this loop.

The system is a Dell Latitude 3390 2 in 1 laptop.

I have tried holding the power button for a hard reset and have also unplugged the battery and held the power to remove static power.  I'm at a complete loss for what to do with this.

This sounds like a hardware problem as I can't think of anything else you can do to get it up and running. Please send me a private message with the service tag and I'll check into service options for you.
