Dell PC Suite for XCD 35 Android 2.1 version

I have XCD35 with Android 2.1, From where to get the Dell PC Suite for this. How can we update this to 2.2 and how can we make back up for the device.

I have downloaded the Dell PC Suite, version: 0.0.48 from net but it dosent detect my phone

also my mobile service tag dosen't accept in the net
