How to repair my Dell Latitude 10? I can't do anything.

2 month ago I changed factory Windows 8 to 10 because that should be an great upgrade. Unfortunately tablet was freezing all the time so after that 2 months I decided to get over this and restore Windows 8. I found I just cant do it. So I formatted all disks, power off tablet and created UEFI supportive Bootable USB with Windows 8 (before that tried also with Win8PE). From that moment when I power on my tablet I see only one comm:

'No bootable decices--strike F1 to retry boot, F2 to enter Setup Menu and F5 enter PSA'

I can't boot anything on that tablet - my 3 USB doesnt working, in BIOS I got ZERO options to boot anything even Windows Boot Manager, I tried everything in past 12 hours to make that tablet working again. And I just can't..

Can somebody help me? I'm out of my mind.

Fiontox,

For Secure Boot to be enabled, the system needs to be in UEFI boot mode and the Enable Legacy Option ROMs option needs to be turned off in the bios.

I used that everything and still can't do this. On my version of BIOS (A09) I can't find option LEGACY nowhere in the BIOS settings. I using only Secure Boot off and Enable Devices (USB etc). Still it can't find my USB. Doesn't starting with PE or just Windows installation. Just don't see pendrive and I see this comm. USB doesn't working either on disabled or enabled Secure Boot.

I can add screenshoots if you want.
