Power Companion (PW7015L) Won't Fully Charge

I am pretty sure that since only 1 of the white leds shows that the charging started and never finished even though I left it plugged in overnight.  (I would ask why isn't there anyone to ask questions about anything other than a PC or Laptop but that is another thread for sure.)

I guess I can return it but it would be a lot better to find out that it is just something I didn't intuitively (documentation is useless) know to do.
