Green and Red lines

Whenever there is a multimedia video, either on my computer or on youtube and also in games, around the movement within it appear green and red lines around the contours of something that is moving on screen, they flash up and disapear very quickly, but its just constant and i have no idea how to get rid of them!

If i capture them, they don't appear in print screens though.

Any ideas would be very appreciated,
