Yesterday I bought the Dell P2319H monitor. I can't understand, is there film on it or not. Because viewing angles are bad, not like on other IPS monitors. So I can't decide, should I remove that film or no. Thanks in advance for your reply.

The online P2319H User's Guide makes NO mention of a "removable" film. The specifications state that the faceplate coating is Anti-Glare with 3H hardness. So no, you should NOT remove it. That would void the Dell warranty. Please post pictures of the P2319H when viewing the Windows desktop.
