SE2717H/HX, does not run at 75Hz
I own a Dell SE2717H/HX that's advertised to run at 1080p75. However, this monitor for the entire time I've owned it has not been able to run at this out of the box. It lists 1080p60 as the maximum resolution on the OSD, so I used Custom Resolution Utility to "overclock" it to 1080p75. Note that the horizontal scan range and vertical range was within spec according to the manual. This solution worked for well over a year, but the monitor began acting up yesterday and had horrible screen tearing. If I try to run it at anything above 60hz, vertical tearing begins to occur and the input latency feels horrendous. As a side note, the issue with the monitor has been present on every hardware config I've hooked it up to. It's been present on an R7 360, R7 370, and currently with my R9 Fury. The issue has also existed on several different Windows distrubutions and AMD driver versions, so I doubt that its a software related issue. I called Dell Support after scourging Reddit and different tech forms to look for a solution but I've yet to come up with anything. I've reinstalled Radeon settings (also did a complete driver uninstall with DDU), updated Windows to the 1809, tried "overclocking" the monitor like I did before, etc. Nothing I've tried seems to be working. The monitor is out of warranty so Dell's phone support couldn't do anything either. Is there a known issue with this monitor not running at its advertised refresh rate?
The system configuration is listed below:
AMD R9 Fury -> HDMI out -> HDMI in on the SE2717H/Hx
(HDMI cable is working fine, does support HDMI 1.4 as monitor requires).
AMD drivers are 19.2.1 (issue also existed on 18.x.x and earlier), Dell Drivers for this monitor are installed from the support page. AMD Radeon Settings does identify this monitor correctly with FreeSync enabled.

I have the same SE2717H/HX and had the same problem. This fixed it for me =
