Once you plug the USB upstream cable from the bottom of the monitor to a USB port on the computer, the monitor downstream USB ports could be used for any USB device. I would not plug essential boot devices like the keyboard or mouse into the monitor. Understand, the USB ports would not replace the AC power that some USB devices need.
