U2713HM, ghosting/noise/artifacts on moving images

I have the monitor for about 9 months now. I noticed from the start that there is a fine noise grain and "artifacts" when viewing moving images (video, movies, youtube, even when scrolling certain webpages). It is especially visible on blurred parts of the videos, even more if the resolution is smaller than HD.

I ran the Self-Test and BID, but since the problem is present when things are moving on screen, it yield no results. Here is the info needed:

Windows 7, GTX 780 Gainward, connected via DVI

I tried connecting monitor to a different computer, but the problem still persists (this one was Radeon GPU)

Since taking photos of this problem is difficult, is there a way to send you a video showing the problem?
