power problem with my ST2010 monitor

Recently my monitor stopped working.  If I turn the power on, the light slowly blinks on and off and the only thing that appears on the screen is the word Dell with the web address below it.  I have tried changing all of the cords and nothing has changed.  I have tested my video card (dual monitor) and it seems to be working fine.  I have tried to connect the ST2010 to another computer but that system said that it could not detect the new hardware.  I use windows xp on my desktop and windows 7 on my laptop.  The monitor does not work with either system.  I tried to run the monitor's self-test program but I do not get anything on the screen other than the flashing Dell with the web address.

Any thoughts?  Any suggestions?
