Start by looking at the condition of the monitor.I look for scratch-free panel/screen, bezel, casing and stand; if there are noticeable blemishes it leads me to think it's not been well cared for and would make me look elsewhere. Then if possible try to see it running and use the OSD/controls to test it further, also checking as many inputs as possible.

I'm pretty sure the warranty is non-transferrable, which in my opinion is a bummer.
