The true capacity is simply unpredictable.
For tapes the only size you can count on is the "Volume Default Capacity" (VDC). As the name says it refers to default value - it will most likely never been met exactly. There are just too many factors which can influence it. Some of them are:
- You can use a lower capacity tape (for instance you can write a LTO4 tape in a LTO5 drive)
- Number of soft write errors
- Number of file/tape marks in the save stream
- The number of save sets
- The compressibility of the data - you may end up with a number that is smaller than the VDC but most often the achieved capacity is higher than the VDC.
... just to name the most important ones.
You can only verify the true capacity when the tape has been filled (i.e. when the physical end-of-tape has been reached).
If this is the case, NW will just request another 'appendable' media from the same pool.
