ssflags show the status is: vF on a save set scanned (scanner ...), is it good enough for the restore?
I haven't try this yet, probably will do it sometime tomorrow, but just want to know if anyone know the behavior.
vF simply interpreted as "valid" and "Finished", so that is the only save set needed for the restore. If it's a file system backup, it would work no doubt, since it's a SQL database backup (save set configured as: MSSQL:dbname with multiple entries), want to restore one database, and would want only copy (clone) this particular db's saveset instead of all.

Yeah, ran yesterday, and it worked with only scan the selected ssid for the database backed up...
