If the volume still exists in the media db, there is no need to scan a tape.
Let me suggest you rerun the inventory with the option "Force load and verify labels".

Do you use barcodes to match labels? If not, you will need to run nsrjb -Ivp.
Do you see those tapes in mdb (eg. mminfo -q volume= -r 'pool,%used, written, location'). If not, it those tapes have been removed from media database and as such are unknown to NW.
Does previous mminfo commands show volumes as having data on it (see written column)?

So we are talking about a Windows server running NW 7.4.1.
At the beginning of the log i see block size errors. I do not know whether they are still valid. Of course, this would be an issue and this must be fixed to be able to read the data. However, it should not be an problem to read the label.
The other issue is that you are also using a NDMP license. Although it is generally possible to mix NDMP and non-NDMP save sets on a tape, you should avoid that because these are absolute different tape formats!
The block size problems at the beginning of the log also indicate, that these tapes have actually been labeled by another OS (NDMP?) as a block size of 1MB is rather unusual for Windows.
For me it looks as if you have current NetWorker (OTF) and older NDMP tapes in the same library and NW of course can not recognize foreign tape labels (no software would be able to do that). Is this a possible explanation?

We sometimes had issues similar to this with our Scalar i500 and it was caused by drive ordering. You could try deleting the library and running jbconfig as a quick fix.

Hi, bingo:
You means we need to change blocks size before load tape?
From one years ago, we used Networker to backup NDMP data. 3 months backup data must be moved from library. Also about 100 tapes moved from library.
NOW it was no changing for all environment .
We need restore these data from older backup tape.
According to you said , the block size was 1024kb , should we change block size ?

Yes .
The tapes had used by netbackup, 1031072 maybe was the NBU written to drivers.
Can we change the block size on windows system? Or must be use tape tools?

Just the obvious, I'm afraid, which you've probably already tried:
reset the library:
nsrjb -HEv
inventory the library:
nsrjb -IEv
You can also check the databases:
nsrim -X
nsrck -m

YOU only know what you did - i just have rudimentary info from the log. But see yourself:
42506 12.04.2013 04:50:49 2 0 0 5180 5176 0 zdbak015 nsrd media notice: Volume "" on device "\\.\Tape0": Block size is 1024 bytes not 131072 bytes. Verify the device configuration. Tape positioning by record is disabled.
0 12.04.2013 05:00:14 2 0 0 7216 7092 0 zdbak015 nsrmmd#13 Cannot set \\.\Tape1 block size to 1048576. Maximum transfer size supported by this system is 524288
I have to admit that these messages date back to 04/12.
-------------------------------------------
Although the hardware has not changed, could it be that you have reconfigured the environment?
Once again, it looks to me as if the tapes have been used by another OS.
Could it be that these tapes were written on NDMP tape drives? - Now they appear as Windows drives.
Did you share the jukebox for NDMP and non-NDMP drives? and that you now want to read the media in the wrong device type?
Did you formerly configure a NDMP type jukebox and now a 'standard' SCSI jukebox?
Did you use DSA to backup the NDMP client?

This will not work. Only the software that has written the media will be able to read/recover the data. Block sizes are just one parameter in the whole scenario. I am afraid that you have to restore the old configuration be able to retrieve your data.
For new backups you might consider NetWorker DSA backups for your filer.
