Fan speed changed to 60 % of the full speed
please any advice because we face the below log.

from our switch S4048-ON ,
Dell EMC Application Software Version: 9.14(1.2)

Hi, thanks for choosing Dell.
For the reported issues you need to upgrade firmware to the latest (9.14.2.7 or 9.14.210. Update the boot code / CPLD please.
Please know just the firmware update will not help reduce the FANs speed. Before that re-seat the ALL FANS once time properly and upgrade firmware.

Thanks for your advice, but this log will impacts any in our switch or not ?

Hello,
those entry log can be a consequence of changes in sensor temperature. Of course if the system is not able to cool down it can be that system shuts down to avoid damaging any component due to overheating.
