Bluetooth no longer connecting on Inspiron 15R 5537

I received recurring messages that there was a problem with my Bluetooth. I clicked on the notifications and was prompted to download and install Qualcomm Atheros Bluetooth Software V8.0.1.316_x64_Win8_Win8.1.

Since installing my PC no longer connects to any of my Bluetooth devices. The Bluetooth icon appears correctly in the system tray. If I go to Blutooth settings, each device shows not connected. If I try to add a new device, the system doesn't detect any. 

I ran the Dell network diagnostics from the website. It did not find any issues. I've tried to install all the suggested network drivers (based upon my service tag) from the Dell support site. 

The Widcomm drivers will not install. They stop saying, "activate bluetooth using wireless switch." Bluetooth is already active. Turning it off then on again doesn't help. 

I went to the Qualcom site and tried to install the latest version Atheros Bluetooth. It also gets stuck telling me to "activate bluetooth."

Any suggestions?
