Can Wifi in Dell 3148 converted to Wifi hotspot??
The hosted network support is negative for this device.
With reference to Article ID: SLN208643 on Dells support website, after upgrading the drivers still the hosted network support is negative.
Wifi hotspot created by Windows 10 has got a better range than third party softwares.

You can try the steps listed below in the Dell KB article. The article says that the commands will work in Windows 8.1. Try them in Windows 10 to see.

The link you have mentioned is the same Article ID: SLN208643 on the support website. Problem is Step 2; 'Hosted Network Support is No'. I have updated the drivers as mentioned in this step but still hosted network is negative.
Can you please verify whether the hardware WLAN card of Dell 3148 supports Wifi hotspot??
Note that lower end versions of Inspiron do support but this high end version with latest config does not.

Unfortunately, the wlan does not support AP Mode. I have emailed some others about updating drivers that will enable this mode. I have not had a reply as of yet.
