Dell Latitude ST tablet: Internet does not allow website other than dell.com to be used after a service by dell right before warranty expires

I should have checked before I let the case close, now Dell wants me to pay 89 bucks to get the problem they created.  I think the service technician forgot to unlock the "authenticator" feature on the browser before sent out finished product, and so now I can use nothing but dell.com website. How do u unlock the authenticator (forced locked to use website dell.com only) so it will allow me to use other websites? I greatly appreciated your help.
