Have an Inspiron 1520 and I've been wrestling with the driver site for the last 30 minutes. For some reason, it won't accept my service tag or my login. I had some problems remembering my password and requested a reset. 

Reset the password and when it still wouldn't let me in, I figured I'd be able to call support to see if I was locked out. No. They wanted to charge me to talk to them, as my warranty is expired. The chat tool won't work, I can't log in, my service tag isn't recognized, whenever I try to find the correct driver using the "drivers and downloads" tool, it's just on a continuous loop back to login, and Dell wants to charge me for something as simple as an account lockout.

What really burns me about this is that I just bought a new laptop LAST WEEK. I'm going through my old one right now, cleaning it out and updating it as much as can be, but can't do squat because the site just WILL NOT WORK.

Is it just because I'm running XP?

You can choose to select your system model to search the drivers for your Dell Inspiron 620S. However it is preferred that you use Service Tag to narrow down the drivers search.

And Yes, Your concern is right that Windows XP is not listed as an Operating System. Choose Windows 7 anyways, although you need to choose the right architecture (i.e. Windows 7 32-bit/Windows 7 64-bit).

Let’s say you are looking for an Audio driver for your XP.

Expand the AUDIO section and then click on the driver software you need to install.
The page would have detailed info about the driver.
Expand the "Description"
Here you may see it as "Application for Brown (XP/VISTA/WIN7)"
 
Now this way you know that this driver can be installed on Windows XP/Vista/Win7.

Please use your Service Tag or Express Service Code and Submit.
For Windows XP 32-bit select Window 7 32-bit, and for Windows XP 64-bit select Windows 7 64-bit

These drivers are indeed for Windows 7 but they mostly are compatible for Win XP/Vista/7.

Click on each driver that you are planning to download and install. And check the Compatibility section.
Your System Model and Operating system would be listed here.

You may also refer to “Installation Instruction” for step to step driver installation procedure.
