error 651

 I have a client that has a Dell Latitude d400 laptop running XPsp2 when the user goes to hotels it gives her an error 651 when trying to connect to the wireless network. I have searched for this on the internet, but all of the articles talk about a dial up modem. When I try to set up the VPN and select do not dial and click on next it skips the vpn server selection and goes to connection availability. The computer is showing a wireless connection, but just wont connect to the vpn.  Is there a way to fix this when I am not at the laptop (another city). Any help ASAP would be appreciated.
