Dell not understanding

I have written to Dell many times and they don't understand english. I have told them I need a operating system for my laptop which is XP and they said they would send me the disk. Well they sent me a disk but from what I can see it has nothing to do with a operating system. It was a disk for cineplayed which I have no idea what that is. Does anyone know where I can get a restore disk for a Latitude 640 laptop because Dell has no clue what it is I need and I told them I needed a restore disk not a cineplayer. Help a fellow out here please.
