Did you replace the cmos coin cell battery usually CR2032? That should be the first step in restoration of an old computer.
If you can't find a fix, recycle it. Good Will recycles Dell computers.

non eps12V POWER SUPPLY isnt going to work.
Blinking amber is bad power supply.
