780 MT, CPU not starting up properly

I have Dell Optipkex780 Mini Tower CPU. When i plug in the power supply cpu shows no response. Then by pressing the power button the Amber light diaappears and another light which is labeled with digit 3 appears and keeps on blinking. any solution?

Thanks. I read the description of diagonistics lights. It says that there is CPU configuration error, cpu activity failure or cache error. what to do now?

Try replacing the cpu?
