Can i install a Core 2 Extreme QX6700 on a Dell Optiplex 755
I have a dell optiplex 755 and i want to install a Intel Core 2 Extreme QX6700 on it, is it compatible? and if it is would i need to upgrade other components(i.e Power Supply)

No you cannot. These 130W cpus only work in the Precision T3400 with 525W power supply. The voltage regulators on the motherboard do not support a 130W processor.

The 755 Tower has 305W power supply.
The T3400 has 525W power supply.
The voltage regulators on the 755 motherboard DO NOT SUPPORT a 130W core 2 Extreme processor.
This is not and will not ever be supported on a 755 MT.

You Can install But You need to Update Driver
First Download Driver Easy
install Driver Easy and Scan Your Pc
Now Install Missing Driver.

but wouldn't i need to upgrade the PSU, after all it is pretty power hungry Processor.

I second what @speedstep says and agree with the post speedstep is referring to being "nonsense."
The top processor a 755 can take is a Q9650 granted your system is 64-bit. The size of your 755 wasn't mentioned and I'm mainly speaking for the MT.

i forgot to mention the size of the tower,sorry about that, but it is the mid tower model.
