The RX 550 is a 50w card. Of course your 7010 DT can power it.
As long as it's Dell, unpublished, but on YouTube for years, Dell's 240w-265w PSU's have been powering 75w cards - like the GT 1050 & ti and the GTX 1650. Of course, the card you use would have to be the LP (low profile) version.
Dell doesn't revise manuals when new information becomes available, probably costs too much. Just noting - I've had no negative feedback, but kudos and "accepted solutions" from actual users.
I'm also noting going back to Flight Simulator's minimum and recommended system requirements (I wouldn't as sure or as confident about minimum), you may want to consider upgrading systems entirely. Might be much easier. Many Precision's come with higher powered PSU's, plenty of good refurbs; XPS; and G5 Desktop: all of which can be Googled. You'll find more power in certain XPS and Precision models, as G5 can't take any of the SUPER GPU models.
DT psu is 250W. DT blue PCIex16 slot max power is 50W. Gpu upgrade quite limited. Better move all components into a mini tower case in which you will have freedom to upgrade psu with two 6 pin power connectors and install full height gpu.
If you look for cheap used components on sale, generic MT case around $20
ATX 500W psu around $30
GTX 970 around $100 if you can find a good deal.
If your current cpu is i5-3###, you may consider upgrade to i7-3770 depending on how the gaming app runs with i5.

One idea is to check YouTube. In YouTube's search bar - "Optiplex 790 dt gtx 1650"
If you're buying a new mini tower case, then the 1650 you linked would work.
