Keyboard not deduct in startup bios
Keyboard not found please connect usb keyboard to usb port on the computer.

Things to try
1. Unplug (disconnect) keyboard and then plug back in.
2. Connect the keyboard to a different USB port.
3. Use a different keyboard.

when did this PC last work correctly? (never) or found it like this or?
NO PC told not a hint, (3020MT?) no model told, my wild guess is it is old and the RTC coin cell is now dead. replace it. (after 5 to 7 years old expect this)
PC runs, PC fans spin, PC show boot logo. splash screen, good.
wireless or wired USB? if wireless the battery is dead. (in the keyboard, none told so no accuracy helping)
if wired test KBD in all USB ports not just one, and for sure front and rear USB.
test the KDB on 1 other PC, fail there? hummmm easy no? can fail easy if dog eat the cable to it.
is the Cap lock LED dead.?(key pressed 2 times or more) (this LED wakes up with the POST SPLASH)
the USB ports can be turned off in BIOS, so if you just found it like this, bingo? reset coin cell (new) and its fixed. (power cord pulled, remove coin cell, for 1/2hour) put back the new coin and BIOS is reset.
power on, with power cord, and hit F2, bingo the keyboard works at the splash screen logo. DELL.
