Optiplex 3040 SFF Memory upgrade

I have an OptiPlex 3040 SFF with 1 8Gb memory module installed.  I wish to upgrade to 16Gb, so I purchased another 8Gb memory module (1.35V 1600)  I purchased a used module with the same part number (MT16KTF1G64AZ-1G6P1).

When I install the purchased memory in slot 2, I get the power LED blinking orange.  I tried the purchased module by itself in slot 1 and I still get the orange blinking LED.  I then reset the BIOS by removing the battery and holding the power switch on for 10 seconds.  I installed both modules and I get the orange blinking LED.  I then put the original module back into slot 1 and the computer booted normally with the BIOS message to reset date / time.

My conclusion is that the purchased memory module is bad.  Is this correct?

Attached is a photo of the memory modules, the one with the red dot is the purchased memory module.s-l1600.jpg

Sounds like it is bad. Testing alone is the best test and it failed. Go to Crucial to get guaranteed memory. Try and return the bad chip.

Yes, that is what I figured too.  Just wanted to make sure I did not miss anything.

In a scenario like that, where the same part number won't even work alone in a working system, then yes, odds are that the new memory module is defective and needs to be exchanged.

Was is defective memory? , did they change it and did it work with the new 8gb one?
