Optiplex 3060 power led flashing twice amber then seven times amber

We have a not very old Optiplex 3060 with a power led flashing twice amber then seven times amber.

Service tag

SERVICE CODE,

no internal leds are on. the power appears to be going to the board, cpu / case fans spinning. 

I've googled the led flashing twice...then 7 times and can't find what this is code for

Dell has stopped using all beep codes except for the Memory Failure code. (1, 3, 2, or 1 beep, then 3 beeps, then 2 beeps.) If your system was built after 2012 and is making any other beep code, please contact technical support for further help.

Blinking amber suggests system initialization failed, sort of like a snow blower engine fails to kick in.  System did not start, even though “power appears to be going to the board, cpu / case fans spinning.”  It is very nonspecific as to the underlying cause.  Try clear CMOs settings.

  1. Turn off the computer and disconnect the power cable from the electrical outlet.

  2. Wear ESD band or ground fingers on chassis.  Remove the computer cover.

  3. Locate the CMOS_CLR/Password/Service_Mode Jumper (JMP1) on the system board.

  4. Remove the 2-pin jumper plug from Password jumper

  5. Move the 2-pin jumper plug from the password jumper to pins into the CMOS_CLR jumper.

  6. Plug in AC power to the system and wait ten seconds for the CMOS to clear.

  7. Move the 2-pin jumper plug back to the password jumper.

  8. Replace the computer cover.

  9. Connect your computer and devices to electrical outlets, and turn them on

Odd thing about it, BIOS can't be flashed if PC don't start.

Not to cause confusion, but...  The screengrab above comes the 2020 or newer section of the diagnosis indicators, as the current generation is pictured for reference.

The 2012-2020 section pictures the previous generation.  But here's a screengrab:

thank you so much guys, i'm going to try and borrow some ram from another dell machine when not in use and see if any joy.

i'll also try the cmos reset,

While I have references for most Optiplex's, I don't have one for the age of 3060/3070/3080.

If your Optiplex is 5 or more years old and the battery has never been replaced, now is a good time to do so.  Battery replacement also resets CMOS.

The 3060 is not a laptop so LCD failure is not correct.

Power LED Status Power State
Off Power is off, or the computer is in an S4 (hibernate) or S5 power state. 
LED is blank.
Solid White The computer is in power-on state.
Solid Amber The system board cannot start initialization. There may be an issue with the system board, memory, processor, or the power supply.
Blinking Amber The system board cannot start initialization or in an S3 power state. There is a power problem, a device may be malfunctioning or incorrectly installed.

So @speedstep,

You already know the table I screengrabbed that mentioned "LCD" didn't come from an 'Optiplex laptop' section, as there are no Optiplex laptops.  Do let me know if they come into play though.  You already know the table came from Dell's Diagnostic Indicators for Optiplex's, 2020 and newer, 2,7 blink code.  I did reference it mentioning BIOS and ignored the "LCD" part.  I'm sure you know the "LCD" part is for AIO's, the reason why I ignored it.  You'll also recall I mentioned not knowing the age of the 3060, as I.also posted the table for the Optiplex 2012-2020 indicators.  But you did more accurately think of the service manuals for the indicators; which goes along with Dell's 2012-2020 diagnostic indicators, in this case notably the 2,7 blink code part.

The service manual for the 3060 micro is linked, but I found no other size reference in this thread.

I have same issue with Vostro 3671  I noticed that if I remove mem module from one of the 2 slots, PC will boot.

the other slot works with either of modules.

then I run support assist, to check hardware. no issue reported.
