Buying the Items Below EXCEPT the CPU can be migrated to a Precision T3500 which can have 6 cores instead of 4 and 24 gigs max ram instead of 8. Personally I would skip the CPU and see what the performance is like with the Ram and GPU. The T3500 listed below already has 24 gigs and an ok GPU.

Core 2 Quad Q9650 is top end.

Ram is upgradeable to 16 gigs. 4 gig x 4 slots.
8GIG modules are NOT supported.

Dell uses proprietary components including motherboards (even to the point some do not have standard mounting hole locations) and cabling. What you want to do is build a new PC using the Dell case. Don't even consider that, get a "standard" case and then the new components.

Then what about a CPU, GPU and Ram upgrade

I wouldn't even attempt it. Its old technology. Even after any upgrading that can be done, you will still have an outdated "old" technology computer. You will be limited to the maximum memory that you have now with the Dell motherboard. This is a BTX configuration, not the standard "ATX" and BTX has been discontinued for years.
Even if you could/did upgrade CPU, memory and video, you will also need a new power supply. Thus my original comments apply - basically forget it. You are better off spending whatever money you were going to spend on a used modern PC.
